Notification Re : Extension of Duration of the Declaration of an Emergency Situation in all areas of the Kingdom of Thailand
(4 th Extension)
Pursuant to the Declaration of an Emergency Situation in all areas of the Kingdom of Thailand as from 26 March B.E. 2563 (2020) and the extension of the duration of the Declaration of an Emergency Situation (3rd Extension) until 31 July B.E. 2563 (2020);
Whereas the government has consecutively relaxed measures allowing for places, businesses and activities to open for operation by maintaining only necessary measures for the prevention and control of the spread of the communicable disease Coronavirus 2019 or COVID-19, as well as promoting and campaigning the people to adapt their way of life to the “new normal” way, however, a large number of people neglect to follow disease prevention measures and gather without observing social distancing which is a measure globally accepted to be effective for disease prevention, especially in public places, places of entertainment and entertainment spots which are risk-prone to outbreaks and cluster infections which may escalate into a widespread outbreak. Meanwhile, the number of travellers, both Thai nationals and foreigners, entering into the Kingdom continually increase as shown in the data that more than ten thousand Thai nationals have registered their intention, with the government, to return to Thailand during the month of August, and that numerous foreigners have notified their necessity to enter into the Kingdom under international obligations and relations or their necessity to enter for the continuity of their businessoperation, commerce, labour or education.Therefore, in order to protect the security of the country’s public health and to prevent the recurrence of an outbreak which may be severe and cause damage to the country’s economic and social systems as has occurred in many countries across the globe, it is necessary to extend the duration of the Declaration of an Emergency Situation in all areas of the Kingdom of Thailand for a further period of time while reducing restrictions which affect the economy and the way of life of the people, with emphasis on the integration of responsibilities and the performance of duties of competent officials of all sectors apart from communicable disease control officers under the Communicable Diseases Act B.E. 2558 (2015), in order to remedy the Emergency Situation in a unified and efficient manner, promptly responding to the situation, with the aim of securing the health and safety of the lives of the people;
By virtue of Section 5 of the Emergency Decree on Public Administration in Emergency Situations B.E. 2548 (2005), the Prime Minister, upon approval of the Council of Ministers by the Resolution dated 29 July B.E. 2563 (2020), hereby extends the duration of enforcement of the Declaration of an Emergency Situation in all areas of the Kingdom of Thailand for a further period of time. As for the Declaration of a Serious Emergency Situation in areas in the Southern Border Provinces, it shall concurrently continue to take effect.
This Notification shall take effect from 1 August B.E. 2563 (2020) to 31 August B.E. 2563 (2020).
