The Royal Thai Consulate-General, Osaka in cooperation with Thai Airways International will organize flights for non-Thai nationals from Kansai International Airport in December 2020 as follows:

To apply for the Certificate of Entry, please read the following requirements carefully.

1. Eligibility (click here for infographic)
By virtue of Section 9 of the Emergency Decree on Public Administration in Emergency Situations B.E. 2548 (2005) and Section 11 of the State Administration Act B.E. 2534 (1991), the entry to Thailand is permitted for particular persons in the exempted list. The list for non-Thai nationals includes the following:

(1) Exempted  persons or persons who are specified, permitted or invited by the Prime Minister or Chief official responsible for remedying the emergency situation to enter into the Kingdom pertaining to necessity, whereby conditions and time frames may also be prescribed;

(2) Persons on diplomatic or consular missions or under International organizations, or representatives of foreign governments or agencies performing their duties in Thailand, or any other persons in international agencies, that the Ministry of Foreign Affairs gives permission pertaining to necessity, including their spouse, parents, or children; (

(3) Non-Thai nationals who are spouses, parents, or children of Thai nationals; (

(4) Non-Thai nationals who have a certificate of residence, or have been permitted to take up residency in the Kingdom, including their spouses or children;

(5) Non-Thai nationals who have a work permit or have been granted permission to work in the Kingdom in accordance with Thai laws* (

(*For teaching, the applicants must have a permission to enter to the Kingdom from Ministry of Foreign Affairs of Thailand. Please contact Schools/ University/ Educational Institutes to seek the permission through Ministry of Education of Thailand or Ministry of Higher Education, Science, Research and Innovation) (

(6) Non-Thai nationals who are students of educational establishments in Thailand approved by Thai authorities (
click here for more information on visa application), including their parents or guardians (click here for more information on visa application), except for students of non-formal schools in accordance with laws on private schools or of any other similar private educational establishments*;
(*such as language schools, diving schools, boxing school, etc.)

(7) Non-Thai nationals who need to receive medical treatment in Thailand, including their accompanying persons, except for treatment for COVID-19 (

(8) Non-Thai nationals who are permitted to enter the Kingdom under a special arrangement with a foreign country or have been granted permission by the Prime Minister – all of whom must strictly adhere to the Kingdom’s communicable disease prevention and control.
>> For media production or filming:
Please directly contact Thailand Film Office, Department of Tourism, Ministry of Tourism and Sports of Thailand to get the approval.  At this stage, without authorization from Thailand Film Office, the Royal Thai Consulate-General can’t issue visa and COE.
>> For holders of Thailand Privilege Card:
Please contact Thailand Privilege Card Co., Ltd. (Thailand Elite) directly to request for authorization. At this stage, without authorization from Thailand, the Royal Thai Consulate-General can’t issue COE for Thailand Elite Card holders.

>> For Japanese nationals who have a valid APEC Card and will travel to Thailand from Japan

From 1 October 2020 to 30 September 2021, the Royal Thai Government allows tourists from low-risk countries/areas to apply for a Special Tourist Visa (STV), subject to specific requirements. 
Please kindly note that as of 1 November 2020, Japan is classified by the Ministry of Public Health of Thailand as a medium-risk area. The list will be updated every 15 days.

From 2 November 2020, the Royal Thai Government allows tourists to apply for a Tourist Visa (TR) subjected to specific requirements.

2. Required documents for COE application
(1) The biodata (photo) page of passport;
(2) Re-entry and stay permit stamp page passport or visa page or visa appointment confirmation;

(3) Air ticket or e-ticket reservation document;
(4) A completed Declaration Form; (download 
doc / pdf)
(5) Health insurance with a minimum coverage of 100,000 USD, covering the whole intended period of stay. In case that the applicant intends to stay in the Kingdom for more than one year, the health insurance should cover at least the period of one year. The insurance must state explicitly that it covers the medical treatment related to COVID-19;
(6) A reservation document of 14 days Alternative State Quarantine (ASQ) or Alternative Local Quarantine (ALQ) in Chonburi Province or Prachinburi Province, except for medical treatment purpose (
http://www.hsscovid.com/);
(7) Documents indicating the reason for entry:
Ø For immediate family members of Thai nationals:
- A copy of the passport or identification card of the applicant's Thai spouse, parent or children
- A copy of a marriage certificate (in the case of spouse), a birth certificate (in the case of children), or other official evidence of parental relationship with a Thai national (in the case of parents)
- An invitation letter of the applicant's spouse, parent or children in Thai language
Ø For permanent residents, spouses and children under the of 20: 
- a copy of the permanent resident's Certificate of Residence and re-entry permit stamp
- for immediate family members, a copy of passport of the permanent resident with re-entry stamp page and a copy of a marriage certificate (in the case of spouse) or a birth certificate (in the case of children) must be submitted.
Ø For working: 
- a copy of a work permit or a certificate issued by Ministry of Labour of Thailand or the Board of Investment of Thailand (BOI) or the certificate issued by Industrial Estate Authority of Thailand (IEAT)
Ø For spouses and children under the of 20 of foreign workers:
- A copy of a work permit or a certificate issued by Ministry of Labour of Thailand or the Board of Investment of Thailand (BOI) of the foreign worker or the certificate issued by Industrial Estate Authority of Thailand (IEAT) of the foreign worker
- A copy of passport of the foreign worker with re-entry and stay permit stamp page 
- A copy of a marriage certificate (in the case of spouse), a birth certificate (in the case of children), or other official evidence of parental relationship with the foreign worker (in the case of parents)
Ø For study purpose:
- A copy of document certifying the applicant’s student status or a letter of acceptance from a Thai university or school which is under the supervision of the Thai relevant authority
- If travelling with parents or guardians, the parents or the guardians must present official documents proving their relationship with the student.  If travelling separately from the students, the parents or the guardians must also submit (1) a copy of document certifying the students' status or a letter of acceptance from a Thai university or school and (2) a copy of passport of the student with re-entry and stay permit stamp page.
Ø For medical treatment (except the treatment of COVID-19):
- A copy of Confirmation Letter from a Thai hospital authorized as Alternative Hospital Quarantine (AHQ) certifying the traveler’s patient status and confirming the provision of 14 day quarantine in the hospital facility, with an official stamp from the Department of Health Service Support, Ministry of Public Health of Thailand

- An evidence of financial support for all medical expenses incurred in the Kingdom of Thailand;
- For accompanying assistants, A copy of Affidavit (of Support Letter with an official stamp from the Department of Health Service Support, Ministry of Public Health of Thailand

Ø For holders of a valid Thailand Privilege Card:
- A copy of valid Thailand Elite Card
- Letter from Thailand Privilege Card Co., Ltd. or the Ministry of Tourism and Sports or relevant government agencies
Ø For Media production or filming:
- A copy of a permit letter issued by the Thailand Film Office, Department of Tourism, Ministry of Tourism and Sports of Thailand
Ø For holders of long stay (O-A & O-X) visa:
- A copy of valid O-A or O-X visa
- A copy of valid re-entry permit and stay permit stamp (if any)
- Certificate of residence (if any)
Ø For Japanese nationals who have a valid APEC Card and travel to Thailand from Japan:
- A copy of a valid APEC card (both front and back side of the card)
Ø For business trip:
- an invitation letter to attend business meeting in Thailand from a Thai government agency or a Thai company with a minimum paid-up capital amounted to 2 million baht   
- the inviting company's company registration issued by Ministry of Commerce of Thailand and list of shareholders (Form Bor Or Jor 5 (
บอจ. 5)) 
Ø For non-Thai nationals having investment in Thailand:

- a copy of condominium unit ownership document in Thailand with the minimum value of  3 million baht or proof of purchase and relevant documents or a copy of bank statement in Thailand with deposit at least 3 million baht  or Thai government bonds with the minimum amount of  3 million baht
Ø For holders of STV or TR visa:

- A copy of valid STV or TR visa
Ø For holders of retirement (O-Retirement) visa:
- A copy of valid O-Retirement visa
- A copy of valid re-entry permit and stay permit stamp (if any)
- A copy of valid health insurance covering the whole period of stay in Thailand with the required coverage of not less than 400,000 baht per policy year for inpatient and not less than 40,000 baht per policy year for out patient.  The insurance must be certified (legalized) by the notary public office and the Ministry of Foreign Affairs of Japan.


3. COE Application Procedure
3.1 Make sure that the applicant is eligible for applying for the COE and has a flight ticket or flight booking confirmation* as well as (1) a valid visa or (2) a re-entry and stay permit or (3) a confirmation of visa appointment 

*Please make a flight booking or purchase a ticket from Thai Airways International before registration.

3.3 All applicants need to submit ALL REQUIRED DOCUMENTS in PDF files to 
rtcgosaka.coe@gmail.com in the following order and write the file name of each attached file as: 1 passport photo, 2 visa or re-entry page, 3 air ticket, 4 declaration form, 5 health insurance, 6 ASQ reservation, 7 reason for entry

3.4 Please specify an email’s subject as “desired travel date: reason for entry: name surname of applicant”
Example:   3 December 2020: Business: Mr. Taro YAMADA
                  3 December 2020: Business Family Member: Mrs. Sakura YAMADA
 
*The incomplete registration and document submission or beyond the deadline will be considered invalid and void.

3.5 The COE will be sent to the applicant by email 4 working days prior to departure. Please be reminded that a COE and a visa alone do not grant permission to enter into the Kingdom of Thailand. Kindly read information on the required documents to be presented at the port of embarkation and upon entry into the Kingdom of Thailand and the measures required upon entry into the Kingdom of Thailand carefully.

4. Required documents to be presented at the port of embarkation and upon entry into the Kingdom of Thailand
4.1 The passenger’s passport with visa page or re-entry and stay permit;
4.2 Certificate of Entry (COE);
4.3 Declaration Form (completed with signature) (an original paper, not a copy)
4.4 Fit to Fly Health Certificate, issued in English and not more than 72 hours before travellling (an original paper, not a copy);
4.5 Medical Certificate with RT-PCR laboratory result indicating that COVID-19 is not detected, issued in English and not more than 72 hours before travelling (an original paper, not a copy);
4.6 Health insurance policy over 100,000 US$ and covers COVID-19, issued in English;
4.7 ASQ or ALQ in Chonburi Province or Prachinburi Province reservation document.

5. Measures required upon entry into the Kingdom of Thailand
5.1 All travelers arriving the Kingdom of Thailand are requested to submit a 
T.8 form upon their entry. The form is available to register online through AOT phone application at

5.2 Upon entry into the Kingdom of Thailand, all travelers will be required to undergo a medical check-up performed by medical personnel designated by the Thai authorities, and
quarantine at an Alternative State Quarantine (ASQ) at least 14 days.
